Aerial Surveillance Capability: an integrated airborne surveillance project

A No Fly Zone for Libya?

Now that western states have recovered most of their citizens from Libya calls for a military response to the Libyan crisis have grown. In particular increasing voices have talked of the establishment of a No Fly Zone (NFZ), principally because such zones have been previously employed over Iraq and Bosnia. However, it is important to explain why such a course of action must not be rushed into. Indeed, a NFZ over Libya may be unnecessary and should probably be avoided.

Achieving The Desired Effect
The logic for mounting a NFZ over Libya is that it would prevent Gaddafi using aircraft and helicopters to suppress the popular opposition to his regime. However, the incidence of such attacks appears small, and with reports of Libyan pilots either defecting to Malta or abandoning their aircraft to avoid attacking Libyan targets, and some air bases falling within areas now beyond government control, Gaddafi’s use of air assets appears somewhat constrained. The actual danger posed by Gaddafi’s bombers and helicopter gunships therefore might not necessitate a NFZ. For example, if aircraft are only flying from one airfield and at very low sortie rates (perhaps only two flights a day) other measures such as an international threat to indict Libyan pilots or the closure of the runway may achieve the desired effect without resort to a NFZ. In addition, establishing an effective and enduring NFZ takes time (weeks not days) and other means may achieve the same effect more quickly. Indeed, if Gaddafi’s support base unravels his dictatorship may collapse before the diplomatic process and military preparations necessary to mount a NFZ could be completed.

Having The Right Mandate
To achieve the desired effect a NFZ must have a mandate that facilitates enforcement and detected breaches of the NFZ must be dealt with in a timely manner. The process authorizing enforcement must be responsive and efficient with Rules of Engagement (ROE) that allow for swift action. A NFZ without a robust mandate and timely force is open to challenge. If Gaddafi’s aircraft were able to breach the NFZ without consequence the NFZ would become a liability, reinforcing his position. With or without the umbrella of a United Nations (UN) Resolution the nations imposing a NFZ should agree a common mandate which they will uphold to avoid the situation where aircraft policing the zone enforce it to varying degrees. Should a UN Security Council Resolution be pursued then a resolution based on Chapter VII of the UN Charter which authorizes ‘all means‘ should be sought. Without the right mandate a NFZ would lack teeth, and policy value.

Understanding Coercion
Before embarking on a policy to impose a NFZ over Libya the international community must understand that enforcing a NFZ is a coercive mission. As such it must only be undertaken if participating nations are prepared to become more fully engaged in Libya. The readiness to accept escalation is an imperative because a NFZ may be challenged. Thus, if Libyan air defence radars or surface-to-air missiles (SAMs) were used against aircraft policing the NFZ, to enforce the zone aircrews would expect to take self-defence measures. Subsequent attacks against Libyan military air defence targets would be an obvious escalation of the crisis.

Although Gaddafi’s opponents might welcome such air attacks, given the history of his regime it is difficult to predict the unintentional consequences of such an upturn in violence. Whilst any bombing raid against regime assets might ignite an unpredictable response, the size and enduring nature of a NFZ would demand a greater kinetic (Offensive Counter-Air (OCA)) effort than that needed for a single or occasional strike against, for example, a runway. An OCA capability is necessary to protect aircraft policing the NFZ and it is complicated by the existence of mobile SAM systems, which are more difficult to target than static SAMs. Fundamentally, if a low level of coercion does not achieve its objective an increase in coercion is necessary to avoid failure. Consequently, before deciding on a NFZ policy for Libya foreign governments should judge whether Gaddafi would submit to one and consider what additional measures would be employed if he did not.

Similarly, it is extremely difficult to enforce a NFZ against helicopters, especially when civilian helicopters are also operating in the NFZ area. Were the international community to establish a NFZ in Libya and it did not prevent Gaddafi from attacking his people with helicopter gunships nations would find themselves in a dilemma: accept the inherent loss of face when the NFZ is inadequate or take more aggressive steps to prevent helicopter activity (i.e. kinetic attacks on ground targets). Neither option would be attractive, so the commitment needed to deal with such matters must be understood and acquiesced before a NFZ strategy is embarked upon.

A Different Context
Linking the perceived success of the mid-1990s NFZ over Bosnia to today’s crisis in Libya is unhelpful. For a number of reasons the North Atlantic Treaty Organization (NATO) air campaign over Bosnia (Operation DENY FLIGHT) is not a useful model for Libya. First, there are crucial contextual differences between Bosnia and Libya that undermine the adoption of a common ‘solution’ to both crises, and second, the task of enforcing a NFZ over Libya would be more difficult than it may casually appear.

An obvious contextual difference is the prevailing geo-security environment. When NATO embarked on Op DENY FLIGHT it was able to focus almost exclusively on the Balkan crisis. This emphasis included the substantial deployment of troops to Bosnia, adding purpose to the NATO air campaign which provided protection and support to those land forces. Today, NATO’s principal focus is on Afghanistan and an air campaign over Libya would have to compete with the immense priority afforded this ongoing conflict where efforts are necessary to secure gains that were made in 2010. Neither is it likely there is any appetite amongst NATO nations to deploy troops into Libya when the alliance is so heavily engaged in Afghanistan and the Iraq insurgency still casts a shadow over the region. The strategic context that facilitated the Bosnian NFZ does not exist today. In the immediate post-Cold War period NATO may have looked favourably on an opportunity to demonstrate its continued utility but today there is little enthusiasm to place additional operational demands upon existing obligations.

There are also differences between Libya today and Iraq between 1991-2003, where two NFZs were imposed in the north and south of the country. These were established after the 1991 Gulf War when coalition aircraft were being used to monitor Saddam’s persecution of Kurdish and Shi’a minorities. The NFZs protected coalition activity from Iraqi interference; their actual ability to prevent Iraqi air attacks on civilians was limited as they were not continuously patrolled and many of the coalition aircraft policing them were ground attack and reconnaissance aircraft. The twin NFZ arrangement left a large central area in which the Iraqi air force could train, and because Saddam still exercised significant control over the areas beneath the NFZs he could continue to persecute the Kurds and Shi’as using land forces. Later, the NFZs were part of a strategy to contain Saddam, they became the field on which the international community and Saddam skirmished for more than a decade and they allowed coalition forces to conduct coercive air strikes with less risk. One should therefore be careful drawing parallels between Iraq and Libya, where a different situation exists.

The Art Of The Possible
As well as contextual issues there are realistic constraints on the implementation and benefits of a NFZ in Libya. At over 1.7 million sq. km Libya is about 33 times the size of Bosnia and is bordered by six nations with largely limited infrastructures. A similar sized area around Bosnia encompasses western and central Europe, a region replete with the infrastructure necessary to mount a major air policing operation. North Africa is simply unable to provide the level of basing support enjoyed by NATO air forces during the air campaign over Bosnia. Furthermore, whilst airfields in Cyprus, Italy, Greece, Turkey and possibly southern France might have realistic utility supporting a NFZ over Libya, bases in other European states which were used during the air campaign over Bosnia are too far from Libya to be of practical value in mounting a persistent NFZ.

To indicate the size of a comprehensive air campaign, Operation DENY FLIGHT involved an armada of approximately 200 aircraft. Although it is extremely unlikely the current crisis in Libya would ever demand a similar commitment of forces, and limiting a NFZ to areas under Gaddafi’s control would significantly ease the logistic, operational and tactical difficulties to be overcome, the substantial air effort required to conduct a NFZ between 1-3 hours flying time from mounting bases is largely unrecognized and should not be discounted, especially if the NFZ was seriously contested.

Finally, if Gaddafi relied on helicopter gunships to attack his people a NFZ might be of variable utility. Helicopters are not restricted to operating from paved airfields, when airborne they can be more difficult to detect than fighter aircraft, their ability to land almost anywhere creates additional NFZ difficulties and, unlike fast-jets, they can be readily confused with civilian air traffic (e.g. humanitarian helicopter flights). Stopping helicopters from repeatedly breaching a NFZ is therefore difficult and it must be recognized that it may not be possible to prevent all bombing, rocketing or strafing of the Libyan people by use of a NFZ alone.

Conclusion
It is obviously easier to talk about establishing a NFZ over Libya than it is to implement one. Yet before grappling with the logistic, operational and tactical realities of imposing a NFZ over even a part of Libya, decision-takers in western governments must be sure that a NFZ is the best way to achieve the required effect within Libya. Once they have decided on the purpose of a zone they must ensure it has the right mandate and ROE to be effective. Crucially, imposing a NFZ should be seen as a coercive step that may demand escalation. Whilst previous experience in Iraq and Bosnia is not irrelevant to Libya, the importance of contextual differences and the specific difficulties associated with a NFZ for Libya should not be neglected. Ultimately, the success of a NFZ is proportional to the degree it is contested, and how it is subsequently enforced. In Gaddafi’s case it may be difficult to gauge his likely reaction to a NFZ, or what unintended consequences might ensue. One certainty is that when dealing with such an unpredictable foe it is wise not to rush into an erroneous course of action. Western governments must therefore resist calls for a NFZ over Libya until it is clearly and convincingly the correct path to take.

Counter-terrorism Campaign Launched In London

Metropolitan Police Service has launched a new counter-terrorism publicity campaign. The campaign, launched February 21, is a four-week initiative consisting of two 40-second radio adverts and three press adverts, which will feature on radio stations and in newspapers across London.

The public are being encouraged to contact the confidential Anti-terrorist Hotline on 0800 789 321 if they see any activity or behaviour they think is suspicious.

The radio adverts recognise that some people may be reluctant to report suspicious activity or behaviour, such as a person taking an unusual interest in security arrangements, because it may be difficult to ascertain the seriousness of the activity. The advert encourages the public to pose the question 'What if it is serious?'

The press adverts focus on the fact that terrorists preparing attacks live in our communities and can leave signs, which the public are encouraged to look out for.

Assistant Commissioner John Yates, head of MPS Specialist Operations, said: “We know from recent significant events that the threat from terrorism is very real so we need the public to be vigilant. There continues to be a multi-faceted threat from groups ranging from Al-Qaeda inspired groups, Irish-related terrorism and right wing extremists.

“This campaign is asking the public to consider whether there is anything suspicious or unusual about the things they see every day and designed to raise awareness of the types of behaviour that we have seen among terrorists preparing attacks while living in our communities.

"I completely understand that some people may have concerns about contacting police with their suspicions, but let me reassure them that all information received by the confidential Anti-Terrorist Hotline is thoroughly analysed and researched by experienced officers before, and if, any police action is taken."

Elbit’s Presence In Latin America On The Increase

Israel’s Elbit Systems Ltd (Elbit) ended 2010 with the purchase of two Brazilian defence companies. In a combined deal worth ‘tens of millions of Reals’, Elbit has acquired Ares Aeroespecial e Defesa S.A. ("Ares") and Periscopio Equipamentos Optronicos S.A. ("Periscopio"). Both companies provide defence electronic products to the Brazilian military. The investment is expected to bolster Elbit’s position in Latin America’s defence market and provide opportunities for regional expansion. The acquisitions also concluded a busy 2010 for Elbit throughout South America, both for its subsidiary and regional partnerships.

Elbit’s first major transaction of 2010 occurred in June with the announcement of a $130 million contract award to supply Command, Control, Computers and Communications (C4I) and Electronic Warfare (EW) systems to an undisclosed Latin American army. As part of a major modernisation programme covering all echelons of the army, Elbit will be contributing to the development of a unified communications network that aims to improve overall situational awareness. Yet whilst the identity of the army in question remains undisclosed, Elbit were more vocal about their bid to supply Chile’s Air Force with its Hermes 450 Unmanned Aerial Vehicle (UAV).

The contract win builds upon several years of solid, if unspectacular, success for Elbit throughout the Americas. In September 2008, for example, the company won a $25 million contract to supply a further undisclosed country with its Hermes and Skylark I UAV systems. This was swiftly followed by a $50 million contract to provide military communications systems to another undisclosed South American military. Elbit’s Annual Report for 2009 also highlights the company’s success in gaining contracts from again undisclosed Latin American countries for tactical radio systems.

Yet it is in Brazil that Elbit continues to consolidate its foothold in the Latin American defence marketplace. Elbit began a busy December 2010 with the selection of its Hermes 450 by the Brazilian Air Force to fulfil its operational requirements for two UAVs and a ground control station. The contract was formally signed on the 19th January. Elbit have also recently announced a $260 million contract to supply the Brazilian Army with UT30 BR 30 mm unmanned turrets for its Iveco 6x6 Armoured Personnel Carriers (APC).

The UT30 BR turrets and Hermes UAVs will be supplied by Elbit’s Brazilian subsidiary, Aeroeletronica Ltda (AEL). Elbit acquired AEL in 2001, placing them at the helm of a company with over two decades of experience of providing Brazil’s defence and civilian sectors with electronic products and support. Since the acquisition Elbit/AEL has been responsible for the maintenance of avionics equipment for the Tucano T-27 trainer. In 2008 Embraer awarded Elbit/AEL a $67 million contract for an avionics upgrade for the AMX A1 jet fighter. More recently, AEL has provided Embraer with multifunctional displays and communications and navigation equipment for its EMB-110 Bandierante transport aircraft. These products were tested in December 2010 when the Brazilian Air Force performed its first flight with the EMB-110.

Whilst Elbit/AEL has achieved some notable contract awards, its partnership with Embraer has been integral to the company’s success within Latin America. In 2006, for example, Embraer awarded Elbit a $17 million contract to provide avionic systems for Colombia’s Super Tucano aircraft. The contract mirrored Elbit’s provision of avionics packages and logistics for Brazil’s fleet of Super Tucano. Yet neither Embraer nor Elbit have been available for comment regarding the impact of the Israeli company’s purchases upon their commercial relationship.

As Western governments in particular have now begun to substantially reduce expenditure, 2010 became the year in which the defence sector inevitably felt the impact of austerity measures. Traditionally, the United States and Europe have accounted for between 50-60% of Elbit’s annual sales revenue. Yet with the United States seeking to reduce defence expenditure by 14% by 2014, Elbit will need to look beyond geographical regions that traditionally account for most of the company’s income.

By contrast, geopolitical tensions are driving up defence expenditure around the Asia Pacific and Middle East regions. According to SIPRI, defence expenditure amongst Middle Eastern states is closing in on the $100 billion threshold. When defence expenditure is measured as a proportion of Gross Domestic Product, spending in the Middle East is greater than anywhere else in the world. Yet beyond Turkey, the Middle East is a closed marketplace for Israeli defence industries. Elbit’s principal Latin American partner does not share the same problem. In 1989, for example, Embraer sold Tucanos to Iran. More recently Embraer has located service centres for its executive jets in Abu Dhabi. Accordingly, as Embraer seeks to increase revenues from defence projects, Brazil’s traditionally close relations with the Middle East makes this region an ideal market.

As the Middle East will undoubtedly remain off limits to Israeli defence industries, South America will gain in importance to Elbit’s business activities. Like the Middle East, South America has consistently increased its defence expenditure in recent years. In 2009, military expenditures approached $52 billion, more than twice the 1990 figure. Tensions between Colombia and Venezuela also made the continent a lucrative marketplace for defence industries. Whilst Venezuela primarily looked towards Russia for the rearmament of its land forces, one of Colombia’s key projects involved the expansion and upgrading of its Israeli Aerospace Industries Kfir fighter-bombers.

Joseph Ackerman, the President of Elbit is confident that the recently-signed contract for the Hermes UAVs will lead to further cooperation between AEL and its Brazilian customers. Elbit’s acquisition of two smaller Brazilian defence companies will undoubtedly reinforce confidence that the company is a major actor within Brazil’s defence sector. Yet the acquisitions demonstrate that Elbit remains a serious competitor for a larger stake within the global defence market in its own right. Despite its close commercial partnership with Elbit, Embraer continues to pursue business opportunities within markets that will remain closed to Israeli industries. As only South America will provide Elbit with an opportunity to offset its loss of revenue from more established markets, it seems plausible that its regional expansion will continue apace. To date, cooperation has been the keyword underscoring Elbit’s relationship with Embraer. In 2011 cooperation may well change to competition.

Shipping Industry Changes Stance on Armed Guards

The International Chamber of Shipping (ICS), the main international trade association for shipowners, announced today that it has changed its position on the use of private armed security guards to protect merchant ships against Somali pirate attacks, including those launched from hijacked "motherships" used throughout the Indian Ocean.

ICS Chairman Spyros Polemis stated that the shipping industry required adequate protection from pirates, especially in light of the "current crisis in the Indian Ocean." Shipowners have concluded that they must either arm ships or avoid the Indian Ocean completely.

Although Mr. Polemis agreed that the eradication of piracy remained the responsibility of governments, he explained that political resistance to the use of military navies to protect trade routes has left the industry little choice but to seek protection from armed guards.

Piracy costs the global economy between U.S. $7-12 billion each year, and increasing incidents around Somalia and the Cape of Good Hope could have a detrimental effect on both the price of commodities like oil and the economies of Africa and the Middle East, increasing the strain on stability in these regions during a politically uncertain time.

ISOA Industry Insight: This press release reveals frustration from the shipping industry regarding the inadequate level of protection they have received from a high-profile international naval effort to combat piracy in the region. For many shipping companies, the additional risk and liability of having armed security on board their ships makes such a choice inappropriate; however, for those with high value or dangerous cargos, the option may be more feasible. Shipping companies that decide to utilize private security to protect their vessels and crews should ensure the companies they hire are familiar with relevant international law, that they have signed onto the International Code of Conduct for Private Security Providers, and, ideally, that they are members of a standards-based trade association such as ISOA.

Transport Security Expo Focuses In On The Challenges In Delivering Effective System-wide Security

Many challenging questions face transportation security professionals gearing up to attend the forthcoming Transport Security Expo at London Olympia in September.

With the news agenda having been dominated by multiple headline grabbing incidents during the course of the year, the industry appears still to be on the back foot in delivering real world solutions to protect the aviation, maritime and supply chain sectors from those with the intent to do harm in pursuit of political goals, religious belief or plain old greed.

Spotlight falls on aviation security
The year began with the fallout from Umar Farouk Abdulmutallab's failed bombing of NWA 253 on Christmas Day.

Mr. Abdulmutallab succeeded in doing what the public is constantly told is impossible to do; he carried the components of a high-explosive bomb through security at three airports and aboard three aircraft.

His intent was to blow up NWA 253 on its approach into Detroit Metropolitan Airport, but the self assembled device didn't detonate. A series of quick fixes to the intelligence gathering methodology, watch-listing regime, airport technological capability and operational procedures very quickly followed. Nevertheless, the system was found wanting again in May when Faisal Shahzad almost escaped justice after attempting to explode a car bomb in Time Square.

Mr. Shazad was able to book a last minute one-way flight by cellphone, pay in cash on arrival at the airport, clear immigration and security and board the Dubai bound EK 202 with nobody as much as batting an eyelid despite the fact he was under surveillance and watch-listed.

It was by dint of good fortune rather than design that his flight was recalled from the runway threshold for him to be taken into custody.

Incidents such as these serve to emphasise an overwhelming feeling in some circles that the aviation security regime is in need of much more than the band-aid tinkering often applied when incidents that shouldn't happen any longer actually do happen.

The issues demonstrated by these two incidents will inevitably direct debate at Transport Security Expo and almost certainly focus down on the procedural, technological and human factor failures that conspired to let them occur.

Carefully thought out rules and regulations as well as the best hardware money can buy, can very easily be rendered next to useless by the mistakes that people make.

These are the issues that have bedevilled the delivery of effective security for an awful long time and have re-emerged just at a time when the sector is looking at how best to make long-lasting changes to the measures currently in place and deliver enhanced protection in the years to come.

All of the major security system providers including Rapiscan, Smiths Detection, L3 Communications and very many others have a strong exhibitor presence at this year's event.

Piracy dogs maritime sector
The maritime sector has been grappling all year with a big upswing in the number pirate attacks within the key shipping lanes around the Horn of Africa and the wider Indian Ocean region.
The upswing prompted the Operation Commander EU Naval Force (Navfor), Rear Admiral Peter Hudson, to state publicly that pirate activity in March alone was double that of the three months from September to November last year.

With significant tonnage being seized and held to ransom by the pirates operating in these waters and naval forces spread thinly, the maritime industry is facing a very real dilemma in how best to deliver protection in this commercially critical region.

Self help is seen as the most viable option available and to that end The North Atlantic Treaty Organisation (NATO) Shipping Centre (NSC) will hold a unique tactical floor exercise at this year's Transport Security Expo.

The exercise will follow a vessels’ voyage from departure in Rotterdam to the attack point in the Gulf of Aden, through its capture and on to its eventual release.

This highly specialised full-day exercise offers much in the way of both mission critical and real world advice designed to aid in the safe passage of shipping through such pirate infested waters.
Delegates attending this tactical floor exercise will discover:

• What can be done to deter piracy
• The level of support that can be expected from military forces in the area
• How to prepare prior to departure
• The legal implications of armed/unarmed security
• What to expect if boarded and what actions should be taken

The EU has acknowledges that the pirate threat in the Horn of Africa region is "an expanding phenomenon", both in terms of level of activity and range. This tactical floor exercise is therefore a mission critical event for those in the merchant marine operating in a threat area not only around the Horn of Africa but well into the Indian Ocean.

This exercise is complimented by the regular International Maritime Organisation (IMO) conference focusing on the wider maritime security issues including law enforcement and port security.

Supply Chain Discord
With the requirement to screen 100 percent of international air cargo bound for the United States now a fact of life and Europe thus thrown into catch up mode, considerable discussion at Transport Security Expo will focus on this vexed issue and how best to meet US requirements without creating major bottlenecks at airports.

Recently published EU regulation incorporates the tough new US requirements but Ekhard Seebohm, Head of Aviation Security at the European Commission (EC) admits that compliance places some huge challenges on the aviation industry and its supply chain.

Seebohm is on record stating that the US may just have to an accept an alternative (such as sniffer dogs) to x-raying every item of belly-hold freight, given that the piece level 100 percent screening requirement favoured by the TSA, could potentially bring air-freight movement between Europe and the US to a grinding halt if a hardware only solution were to be rigidly enforced.

Principal speakers from the International Air Transport Association (IATA), Association of European Airlines (AEA), Swissport, CEVA Logistics, Cargolux and DHL amongst others, will be on hand to share knowledge and invite in-depth discussion on achieving a 100 percent cargo screening regime within a one-stop security environment.

TRANSPORT AND LOGISTICS: Industry Looks To Achieve 100% Cargo Screening But Deadlines Missed

August will see another deadline missed to deliver effective security for belly-hold freight on passenger flights.

The news was broken by Gale Rossides, Acting Administrator of the Transportation Security Administration (TSA), in testimony before the Appropriations Committee's subcommittee on Homeland Security in the US House of Representatives in early March.

Rossides told the subcommittee that while 100 percent screening of belly-hold cargo on domestic flights would be achieved by the deadline, it would take up to another two years before the same could be said for inbound international belly-hold cargo.

The delay has been caused by problems in getting foreign government cooperation. Some 20 core countries are responsible for around 85 percent of air freight shipments to the US.

Delegates at the 2nd Lufthansa Cargo Security Conference held in Frankfurt heard that this failure in getting agreements was largely of TSA's own making though.

Warren Miller, the TSA's International Air Cargo Branch Chief, admitted that the organisation had initially been “myopic” in its approach to achieving 100 percent screening, given a primary focus on purely domestic rather than domestic and international air freight security.

He went on to say that TSA is “not even at pilot stage” in rolling out a long term, layered approach based around risk targeting.

Aside from stating that rhetoric is poles apart from reality, he proffered only that US experience indicated that focus on the supply chain was the best way forward for imports, adding the usual mantra about harmonising and strengthening global standards.

Which version best version
A cynic might argue that the initially myopic focus he spoke about, was driven by a belief held in Washington D.C. that the rest of the world would simply roll over and accept that their way is the best way and the only game in town. The cynics would, undoubtedly, be correct in that assertion.

Europe has, in part, already bent to US will.

European Commission (EU) regulation 300/2008 incorporates many of the tougher US requirements and replaces previously published regulation enforced after the September 11 terrorist attacks.

Eckard Seebohm, Head of Aviation Security, European Commission (EC), is on record diplomatically stating that a working group comprising shippers, forwarders, airlines and airports, had examined all the issues pertaining to air-freight security and concluded that mistakes had been made when the previous regulation ( 2320/2002) passed into law.

Consequently, 300/2008 includes three specific and much more robust elements (independent validation of known consignors; a mandatory EU cargo database embracing known and unknown or unaccredited consignors and a distinction between direct and transit cargo) which match US policy. Introducing new regulation is one thing but turning regulation into practice is quite another though.

Seebohm admits that there are huge challenges ahead for the aviation industry and the supply chain, not least of which is the requirement for independent validation of known consignors. He is also on record stating that the US may just have to an accept an alternative (such as sniffer dogs) to x-raying every item of belly-hold freight, given that the piece level 100 percent screening requirement favoured by the TSA could potentially bring air-freight movement between Europe and the US to a grinding halt if a hardware only solution were to be rigidly enforced.

A disconnect also remains in respect to timing. TSA's Rossides states that it will take another two years before 100 percent international air-freight screening will be achieved. Seebohm favours a three-year transition period since some countries remain woefully behind the curve in their preparations.

Focus on compliance
With EC regulation 300/2008 having just become law and much debate consequently still raging between regulators and within the industry over how best to achieve compliance, the key issues will be outlined and discussed in detail at the forthcoming Transport Security Expo & Conference, being held 14-15 September at London Olympia.

This annual event will bring focus to many of the fundamental issues the regulation raises, help in identifying who within the extended supply chain has responsibility for what and attempt to answer the vexed at what cost question.

Principal speakers from the International Air Transport Association (IATA), Association of European Airlines (AEA), Swissport, CEVA Logistics, Cargolux and DHL amongst others, will share knowledge and invite in-depth discussion on achieving a 100 percent cargo screening regime within a one-stop security environment.

Considerable disquiet remains about the industry's ability to secure the supply chain fully given that very many questions remain perplexedly unanswered at the regulatory level. Not least of these questions is the unknown cost of accreditation and validation. How many consignors within the supply chain become accredited will depend on both the bottom line figure and how onerous the process of validation is.

Ekhard Seebohm has said that the one-stop security approach for cargo should not be over complicated since it provides a framework for all known consignors and regulated agents to be recognised throughout all European Union (EU) member states. He admits that the validation requirement will probably result in a sharp drop in the number of known consignors though.

Whilst it's patently obvious that many low volume consignors will simply not bother with accreditation since cost would likely outstrip value, there are clear rumblings along similar lines from larger volume consignors as well. A representative of Seimens told the Lufthansa Cargo conference held earlier in the year that while it takes supply chain security very seriously indeed, “certified consignor status will increase costs drastically”.

Back story
The back story in much of this discussion is that a strongly held belief remains that centralised screening at or close to airports may be a more viable process.

Seebohm makes the point that this approach would serve only to create major bottlenecks at airports, thus severely hampering just in time trade.He stressed that, for the time being, the priority had to be getting the EU-originating US bound screening methodology right, with focus shifting to other related matters over time. Referring to in-transit air-freight, he says that he's still looking for a measured and reasonable approach that will obviate US All Cargo International Security Programme requirement for exhaustive searches of aircraft loading goods from non certified airports outside of the EU.

These issues and very many more will undoubtedly be aired at the Transport Security Expo & Conference in September and it remains critically important that those with a vested in the air-freight arena attend to let their views be heard.We may only be talking about a known consignor programme that's been given a course of steroids and a US style makeover, but the requirements could have a profound effect on your business and bottom line.1105 words.

Launching A New Era Of Responsibility In Maritime Security

It is widely recognised and acknowledged that the Maritime Security Industry is in a state of turmoil and chaos. The vast majority of those individuals and organizations professing to be “Maritime Security Experts” are anything but. The industry is undisciplined, unregulated and – rightly so – regarded with caution bordering on suspicion and alarm.

Recent unfortunate incidents (notably in the Horn of Africa region) have highlighted the need for the industry to get it’s act together and start imposing professional standards and weeding out the rogue elements that proliferate it.

It is with that in mind that the International Association of Maritime Security Professionals has been formed.

Acting within the terms of a robust Constitution and a rigourous Code of Conduct, the IAMSP (or, as it is more commonly referred to, MarSecPro) seeks to establish clear, professional guidelines and a strict self-regulatory environment in a bid to make this currently contentious industry more widely acceptable and accepted – by governmental and non-governmental bodies, by the shipping industry in general (including seafarers, shipowners, PandI Clubs and Insurers) and all other parties involved in the shipping industry which accounts for the carriage of some 90% of the world’s trade.

Individual and Corporate Members are drawn from within the maritime and security industries (military and civilian) and from those outside that can demonstrate an adequate depth of knowledge and/or experience that will serve the MarSecPro main objective of building a sound and reputable self-regulating professional body. In short, by establishing high standards of professionalism within the Association, membership thereof will provide potential users such as shipowners with the high degree of comfort that will allow them to select a Member in the justified confidence that the Member is professionally qualified and experienced to deliver a professional Maritime Security service.

The Association believes, and is confident that, this initiative will be seen as a great leap forward and is in the very best interests of the shipping industry – ensuring the safety, welfare and safe passage of seafarers, their vessels and cargoes.

NGO Approach To Security Risk Management, By InterAction Security Unit

In 1991, InterAction created the Security Advisory Group (SAG). The intent of the SAG was to develop training modules for NGOs operating in austere environments. The result is the basic security training that is currently provided by the London based NGO Red R.

Overall responsibility for the safety and security of NGO staff rests with the host government. However, accountability rests with managers at all levels, not only with their security focal points. Security focal points must provide the technical security inputs and advice that allows management officials to make informed decisions for managing security risks. Security risk management therefore requires good teamwork between those who plan and direct NGO operations and those who advise on the security measures which enable them.

These instructions better describe the SRM process, provide enhanced descriptions, updated definitions, procedures and incorporate lessons learned and best practices developed by security officers in the field and at headquarters and in cooperation with the InterAction Security Unit, the InterAction SAG, and the UNDSS through Saving Lives Together. This effort clarifies definitions, makes the current processes easy to understand and share, and provides detailed instructions on preparing critical components of the Security Risk Assessment (SRA).

Several requests have been made to the Network over the past week:

A Marine Security Company was sought by a leading strategy and management-consulting firm in order to provide an escort for transit through the Gulf of Aden. Further tasks including Transit to Sri Lanka are on the agenda. Aprodex was able to refer a number of Marine Security Companies to the client at very short notice to ensure they had a number of options to consider.

A Leading Financial Institution approached Aprodex to provide referral to experts capable of providing Asset Tracing and Recovery Services on an individual based in Africa who had defaulted. We are currently waiting further instruction, but a good number of Service Providers came forward to offer their expertise in this domain.

We received two different RFQ’s for Personal Protective Equipment – specifically helmets and visors, and Fire Protective Equipment including hoses, for shipment overseas. Aprodex was able to deliver quotes to the buyers from four different sources, providing options that ensured the need was met.

Aprodex was approached by an Oil Services company seeking access to contacts capable of providing Offshore Patrol Vessels to ensure security in the area of operations in Nigeria. Aprodex was able to refer several supplier companies to the client contact on what is likely to be a substantial piece of business. In addition, Drilling Support Vessels were also sought, and similarly the response from the network meant we were able to refer accordingly.

With the New York Times Square bomber headlining in the past few days, demonstrating that a threat is real and present, organisations need to consider again their obligations to their stakeholders. Seeking Provision of Various Vessels for Drilling Support, Nigeria

An Exxon Mobil Sub Contractor is seeking a suitable partner to join in a JV to pre-qualify for Drilling Support Vessles

Partners need to own or have access to suitable drilling support vessles.

1. Introduction

Mobil Producing Nigeria Unlimited (MPN), operator of the NNPC/MPN Joint Venture requires the following vessels for her Drilling support:

I. Four (4) DP 1 Platform Supply Vessels 4000 tons dwt (DP1 PSV 4000).
II. Six (6) DP 1 Platform Supply Vessels 3200 tons dwt (DP1 PSV 3200).
III. Five (5) DP 1 Platform Supply Vessels 2000 tons dwt (DP1 PSV 2000).
IV. One (1) DP 1 Anchor Handling Tug Supply Vessel 100 tons bollard pull (DP1 AHTSV).
V. Two (2), 100 ton bollard pull Anchor Handling Tug Supply Vessel (AHTSV).
VI. Two (2) Fast Supply Intervention Vessels (FSIV).

MPN hereby invites interested contractors with experience in Offshore Supply Vessel Operations to indicate their intention to participate for possible inclusion in the tendering list for this Service.

Duration is three years primary and two years optional (3+2 years).

MPN's offshore installations are located in the Bight of Bonny, south of Qua Iboe Terminal (QIT).

These vessels are required for offshore supply and drilling support.

2. Scope of Work

The Services to be performed by the contracted vessels shall include but not limited to the following:

Materials and Personnel transfer
Anchor Handling operations
Towing rigs, barges, crude oil tankers and other vessel types
Drill cuttings transfer
Materials transfer between platforms, and between shore bases and
platforms/rigs/barges/work barges. Vessels may be required to transfer radio active
materials. Eventual winners of contracts will need to apply for Nigerian Nuclear Regulatory
Authority (NNRA) permit for transportation.
lFuel and fresh water transfer to and from platforms/rigs/barges/work boats.
lDrilling fluids transfer between shore bases and rigs.

3. Minimum Specifications of Vessel

For DP1 Platform Supply Vessels 4000 dwt:

The leading specifications shall be as follows:

Vessel's original year of build shall not be earlier than 2000
Length of Vessel shall be a minimum of 80 m (262 feet)
2 lMinimum deck space shall be 900m
Vessel shall have as a minimum, Dynamic Positioning Class I (DP 1) capabilities
Minimum Liquid mud capacity - 1,050 m³
Minimum Brine capacity - 1,050 m³
Minimum Drill water capacity - 650 m³
Minimum Potable water capacity - 850 m³
Minimum Fuel capacity -1,050 m³
Minimum deadweight of 4,000 tons
All discharge hoses except the ones for drill and fresh water must have Todo or avery Hardol connections

For DP1 Platform Supply Vessels 3200 dwt:

The leading specifications shall be as follows:

Vessel's original year of build shall not be earlier than 2000
Length of Vessel shall be a minimum of 70 m (230 feet)
2 lMinimum deck space shall be 700m
Vessel shall have as a minimum, Dynamic Positioning Class 1 (DP 1) capabilities
Minimum Liquid mud capacity - 950 m³
Minimum Brine capacity - 950 m³
Minimum Drill water capacity - 650 m³
Minimum Potable water capacity - 500 m³
Minimum Fuel capacity -1,000 m³
Minimum deadweight of 3,200 tons

All discharge hoses except the ones for drill and fresh water must have Todo or avery Hardol connections

For DP1 Platform Supply Vessels 2000 dwt:

The leading specifications shall be as follows:

2 lMinimum deck space shall be 400m
Vessel shall have as a minimum, Dynamic Positioning Class 1 (DP 1) capabilities
Minimum Liquid mud capacity - 445 m³
Minimum Brine capacity - 445m³
Minimum Drill water capacity - 445 m³
Minimum Potable water capacity - 300 m³
Minimum Fuel capacity - 450 m³

Influential Parliamentary Committee Calls For Shake Up In UK Counter Terror Strategy

United Kingdom counter terrorism strategy has been called into question, just two months before London plays host to a high level gathering of counter terrorism officials and specialists from around the world. In a damning report published by the influential Home Affairs Committee, the government has been accused of institutional inertia over terrorism.

“This prescient report underscores a fundamental issue that has bedevilled counter terrorism professionals for many a long year; that capability to meet current and future threats dissipates with the passage of time from the last major incident,” comments Peter Jones, Event Director, Counter Terror Expo 2010.

The report states that while the structures now in place may be suitable for combating the terrorist threat as currently constituted, Home Affairs Committee members are not confident that government institutions have the desire to constantly adapt to meet ever-changing threats.

It goes on to say that a lack of political will has hindered the institution of valuable reforms such as regional policing counter-terrorism units; and that those involved in counter-terrorism may be willing to settle for existing sub-optimal solutions, rather than pro-actively reforming to meet those ever-changing threats.

Opportunities in the Candian Security and Defence Market

Canada is an important strategic market for UK Defence and Security companies. It is one of the world’s richest and most technologically advanced countries and ranks among the top 10 industrial powers.

Canada is a member of the Technical Cooperation Program (TTCP), the North American Aerospace Defence (NORAD) Agreement and the North Atlantic Treaty Organisation (NATO).

There are very strong trade links between the UK and Canada. Canada has similar culture, business and legal systems and English is widely spoken. After the U.S., the UK is Canada’s second largest global trading partner. British security experience and expertise is highly regarded. This makes Canada a ‘soft-landing’ for new or experienced UK exporters.

Opportunities continue to grow in both the Defence and Security sectors. If a UK company has a product or service currently used by M.O.D., UK police or security sector end users, there may well be a potential market for them in Canada. Post will be happy to advise on this as required.

Government Funding

Defence funding for the next 20 years has been increased to support the Canada First Defence Strategy. This is expected to expand the Defence budget from approximately $18 billion in 2008-09 to over $30 billion by 2027-28.

The Strategic Aerospace and Defence Initiative (SADI) is expected to invest up to $225 million per year for R&D in the Canadian aerospace, defence, security and space industries.

Defence Research and Development Canada is investing more than $30 million for 20 new research projects chosen to strengthen Canada’s ability to deal with potential chemical, biological, radiological-nuclear and explosives threats.

Budget 2009 included $282 million over 2 years for measures to support the development of aviation security plans, improve operations of the Canadian Air Transportation Security Authority and implement a new passenger assessment system. These measures include new, advanced, internationally compatible screening equipment and other technology and training for the screening workforce to increase levels of security and efficiency.

Budget 2009 also provided $14 million to support the implementation of a new security program for cargo departing from Canadian airports.

The Canadian Government will invest a further $80 million to ensure that Canada’s shared border with the United States remains secure and efficient.

- The Government of Canada is providing up to $2.5 million over five years to the Canadian arm of the International Association of Fire Fighters (IAFF Canada) to implement a hazardous materials (HazMat) training program.

Ferry Security
- $393,000 government grant announced in December 2008 to increase security on the ferry between Halifax and Dartmouth.
- $5.6 million marine security contribution program government grant to B.C.’s coastal ferry system and Vancouver’s SeaBus commuter ferry service announced in January 2009.
- $1.3 million government funding towards security measures for various Quebec ferry service operators announced in January 2009.

The Public Security Technical Program (PSTP) is a federally funded science and technology (S&T) program led by the Defence Research and Development Canada (DRDC) Centre for Security Science (CSS) on behalf of the Government of Canada.
The PSTP program consists of four theme areas:

1) Chemical, Biological, Radiological-Nuclear and Explosives (CBRNE) Threats
2) Critical Infrastructure (CI) Protection
3) Surveillance, Intelligence, and Interdiction (SII)
4) Emergency Management and Systems Interoperability (EMSI)

OPPORTUNITIES

The Government of Canada continues to deliver on its commitment to strengthen Canada's multi-role, combat-capable defence force. The Department of National Defence (DND) is purchasing equipment and related support services for the Canadian Forces (CF) and there are currently several new major equipment procurement projects underway. Projects include the acquisition of a fleet of land combat vehicles and systems, ships to replace the frigates and destroyers and next-generation fighter aircraft. All new equipment will incorporate latest advances in technology and information systems.

In addition to major fleet replacement programs, DND will continue to make ongoing investments in other capital projects to improve and replace key existing equipment and capabilities. These projects will focus on individual weapons, command, control and communications equipment and smaller support vehicles. DND will also look at acquiring radars and satellites to improve surveillance capabilities, especially in the Arctic. Current acquisition programs include the $310 million Integrated Soldier System Project.

The Government of Canada and Department of National Defence are constantly looking for new and innovative technologies.

Islamist Terrorist Plots in Great Britain

Data on major Islamist terrorist plots in Britain reveal a physical and ideological terrorism pipeline between Britain and Pakistan.

At least 27 of 87 convicted individuals were trained or sought training in Pakistan or Afghanistan. Homegrown Islamism is also a major threat: 18 individuals received terrorist training in Britain. Britain and the U.S. need to fight and win both the counterterrorism war and the broader war of ideas. This will require fighting Islamism both in Afghanistan and at home, continuing and expanding cooperation in intelligence and homeland security, and opposing the Lisbon Treaty and other European Union initiatives that would undermine Britain’s ability to control its own borders.

Attitude counts for everything when seeking work in the Global Security Industry

The following is the advice and guidence of Robin Barratt of "Pilgrim Information Systems"

Let's face it, with almost 6000 licensed close protection officers in the UK alone, plus many thousands more with security degrees or security qualified, looking for work within this relatively small sector of the industry will, for many people, be fairly difficult. Also, don't forget, if you are applying for international positions you are also competing with thousands of other trained close protection personnel worldwide.

But there is work out there, in fact there is lots of work. Last month alone I found almost 50 positions advertised on the net (how many did you find?). The security industry worldwide is one of the only industries that has grown during this so called 'credit crunch' and the threat level in almost every country worldwide has never been higher. Security is the number one concern for virtually every government and corporate businesses consistently spend time and a lot of money to keep their business and its personnel safe. And so, to be frank, the only person stopping you finding work is...yourself.

Maybe you don't have the right qualifications, or you are not looking in the right places, or you don't know where to look, or you haven't joined the right forums or job search services, or you haven't submitted your CV to the right employment agencies, or you simply do not have the right attitude...the list – and excuses - for not finding work are endless.

In the UK, just having an SIA Close Protection license is not a guarantee of a job, although it seems from the feedback and comments I have had over the years, many people with a license more or less expect doors to be opened and their phone to be ringing with job offers. Sadly, unlike some other professions, that is not the case in either close protection or security consultancy. Many people, not just in the UK but worldwide, will spend a lot of money and their time on a close protection training course, but then virtually nothing else thereafter on either further training or marketing themselves. You can have the best product in the world but its pretty irrelevant if no one knows about it.

So what are a few simple things you can do to raise the chances of finding work in this industry ? Firstly ask yourself what YOUR unique selling point is, what makes you different to the tens of thousands of other CPOs worldwide ? If you say there is nothing different about me...well its about time you found something ! Let me give you an example; a few years ago when I ran the Worldwide Federation of Bodyguards (now closed down, I think!) I trained a coloured girl called Nicki. She had neither a military nor security experience, in fact she was a shop assistant, but she had drive and determination and she wanted to set up a company providing black female bodyguards to black singers and celebrities. Her company is now based in LA and last year she turned over about 6 million USD. She was black, she was female and she capitalized on her uniqueness. So what is yours ? Maybe you speak another language fluently, maybe you have driving qualifications, maybe you are a paramedic, maybe you have previously worked in mining or a scuba diver, or know another country really well. For example I know Moscow as well as I know my home city, which immediately puts me at an advantage for anyone wanting security in Moscow. Recently I put two vacancies on our jobs list, one for a Portuguese speaking CPO and another for a CPO with an engineering background. At the time of checking the Portuguese vacancy still had not been filled. Find your uniqueness and if you can't then get one!

Also, in my opinion, I believe it is better to specialize in one aspect of protection that to try and be a jack of all trades. If you develop a reputation at for example Witness Protection then you become a specialist which makes you much more employable. Again, I was a specialist in setting up security operations in Moscow, and so time and time again I was asked to set up security operations in Moscow. When I lived in Bosnia during the conflict I specialized in security in that particular war zone and time and time again I was asked to look after people going into that arena. Specializing works. Decide where you want to work and in what sector and then develop your career accordingly.

Someone recently wrote and told me that they apply for every single job they hear about, regardless of whether they have the correct qualifications or experience. My jaw dropped. Why I asked, and his reply was that if he walked down the street asking for 1 GBP someone would eventually give him it. This maybe true begging on the streets but sending his CV out to security HR departments who have neither the time nor inclination to read it is wasting his time and ultimately his reputation. A good friend of mine works as head of HR for one of the biggest security contractors in theUK and once told me that he gets up to 100 unsolicited CVs each and every week. Unsolicited means that they are not applying for any vacancies, they are just sending their CV out on spec. How does a person who is extremely busy filling current vacancies and running his department have the time to reply to CVs that he has not asked for? If you are going to send your CV out on spec, then don't expect a reply. The same applies to e-mails; I got an email yesterday that simply said “please look at my CV attached and get back to me with any jobs.” Undoubtedly these are the sorts of people who will moan that no one replies to their CV or email and that there isn't any work ! Only reply to jobs for which you are suitably qualified.

Believe me, some CP forums can be bitchy and backstabbing and a lot of people regularly post undignified, unprofessional and defamatory comments. (have you noticed though that those people are generally out of work or have never worked and blame everyone else for their situation?). Nevertheless forums can be great for networking and can be a valuable source of information. Jobs are also posted on the forums, but don't forget most forums have thousands of members, so one job will attract thousands of applicants!

Recently I had two very different emails which highlighted the difference in both successful pro-active networking and a negative belligerence towards networking. The first email was from someone wanting a free listing in the 2010 International Directory of Individual Protection Officers. This will be published early next year and I am going to send it to over 1000 contractors and employers worldwide. I am charging just 15 GBP for individuals to be listed, which pays for publication and distribution (free if you join Pilgrims Job Search). But he didn't want to pay – his remarks were that he has paid for his course, he is not going to spend anything else and I am just making money out of him. I asked him if he would work for free, and he said of course not!

The other email asked whether I was still running the British Bodyguard Association as he would like to join.(I am not so I forwarded him to the BBA website). His comments were; “Apart from as much free networking as I can do, I have also dedicated three hundred pounds a year to job search services, subscribing to security magazines and to joining security associations. Sure, some money will be wasted but some won't and hopefully what works will more than compensate for what doesn't. Do the maths ” he said to me “If I only get two days work a year then it has paid for itself.” What a great attitude! Ask yourself one question, who out of these two is more likely to succeed ?

Airport security: A growing market offers opportunities for big and small companies

Billions of dollars have been allocated toward bolstering airport security, encouraging the development of dozens of new technologies; increased reliance on e-ID documents, more attention to perimeter security, emphasis on cargo screening, and a decision of defense against shoulder-fired missiles will see billions more going to airport security

The war in terror began when terrorists exploited a major security weakness in U.S. travel system: The U.S. airline industry engaged in a sustained lobbying campaign and persuaded Congress not to impose meaningful security standards at airports. The two main targets of the industry's lobbying campaign were proposals to mandate airlines to equip the cockpits of their planes with impregnable doors, and proposals to impose tougher standards on security checking at airports.

Those days are gone. Billions and billions of dollars have been directed at airport security, giving boost to industries and scope for new technologies. The latest boost comes the stimulus package which allocated $1 billion toward improving baggage detection at airports, among other airport security-related goals.

Broad, deep market

Airport security refers to the techniques, methods, and equipment used in protecting airports and aircraft from terrorism and crime. The issue is not only the protection of the large number of people who pass through airports each day, and not only the protection of the passengers concentrated on large airliners. As the 9/11 attacks showed, the airplanes themselves may be turned into weapons to inflict death and massive destruction on targets on the ground.

There are many different technologies involved in airport security. The list would include, but would not be limited to:

Digital surveillance
Explosive detection
Biometrics
Perimeter and access control
X-ray and infrared
Metal detectors
"Others" and integration
Closed-circuit television
Intercom and video door phones
Alarms and sensors
Fences and physical barriers

The combination of increased air travel in the next few years, growing reliance on biometric, RFID-equipped ID documents, and growing attention to two heretofore relatively neglected aspects of airport security -- baggage screening and perimeter security -- present good opportunities for investing in firms that develop or sell airport-security equipment (this was the conclusion last year of consulting firm Frost and Sullivan).

F&S notes that, for one thing, the airport security market is giving all indications it will start another boom period, following an initial rush of federal spending that came on the heels on the 9/11 attacks. In 2003 the Transportation Security Administration (TSA) purchases from security firms spiked at nearly $6.5 billion. That created a temporary "overcapacity" of equipment, according to Rani Cleetez, a F&S financial research analyst.

Thus, in the following year, 2004, aviation-security spending from TSA dropped to about $2 billion. Now, the top 30 firms in the field, which earned a collective $2.6 billion in 2004, are expected to bring in more than $6.1 billion in 2009.

According to Frost's Ken Herbert, the "market mix" in both North America and around the globe is not expected to change significantly over the next few years. "Market mix" refers to the regulatory, political, and economic conditions that can confound predictions for the growth rate in particular industries or market segments.

Within the airport-security equipment industry, Frost expects to see particularly healthy growth rates in an unusually high number of industry sub- segments, especially digital surveillance and explosive detection. Other growing segments will be biometrics, RFID technology for baggage management.

The airport security market remains an area in which large and established companies compete with smaller start-ups.

Perimeter security

The perimeter security market is big - and it is growing. Two things account for the size of the market and growth trends in it:

A brief list of the technologies -- and, hence, the companies - involved in perimeter security would include, according the Frost & Sullivan:

Fencing Systems (taut wire, infrared/thermographic sensing): Fencing systems determine boundaries, deter casual intruders, control access, and create delays in the event of intrusion
Fiber Optic: Glass fiber optic cable is used in video signals that communicate between short or long run locations. It is also used in remote sensing, buried under the secure side of a barrier and can sense light movements
Intelligent CCTV: Intelligent CCTC analyzes specific behaviour patterns and algorithms and assesses the scene for security breaches. It possesses capabilities to alert the specific authorities through network systems
Intrusion Detection System (IDS): Set detection systems and technologies that define, observe, control, and sense entry into a secure area
Access Control System (ACS): This manages various combinations of entry, exit, and movement within sterile and non-protected areas. ACS is a subsystem that supports intrusion detection systems
Next generation digital video recording: This refers to the video box that records, stores, manages and analyzes video streams
Perimeter and access control: This refers to simple barriers, fences, identity badges and other means of intrusion control, as well as devices that help in access control at airports
Closed-circuit Television (CCTV): This refers to the video system of a collection of CCTV cameras and surveillance that act as virtual barriers and assess the situation. The use of television cameras for close scrutiny and observation allows for quick response time
Volumetric Sensing: Volumetric sending monitors the physical space adjacent to fence lines for system penetration
Digital systems: Digital signal processing are used to evaluate alarms; characterized by very open architecture systems, large camera installations and a wide variety of technologies.

Booming passenger capacity
The increase in world travel -- even if that increase has flattened during the recent economic slow down -- will fuel technological upgrades and growth of strong perimeter security solutions.

According to F&S, increased efforts to protect critical airport infrastructure following 9/11 have led to increased budget allocations to combat security threats and protect airport perimeters. The result is that a more active approach has been adopted to install integrated security solutions that will be interoperable with new emerging technologies, as well as legacy security systems. Hence, large, system integrators are marking forays into the security market and forging partnerships with smaller niche companies to offer airport operators greater benefits.

The steady growth in the number of airline passengers means that airports will require strong, proactive security solutions. "The perimeter still remains a vulnerable target for terrorism, which, as history has shown, is highly adaptable," remarks the author of a recent F&S study on the topic. "As a result, increased funds allocation is expected toward new technology and protection initiatives, especially in countries witnessing the largest influx of airline passengers."

The direction: Layered technology solutions
The main boost in airport perimeter security will come from networking. A greater number of airports are switching to digital networks, making it essential to network all security solutions to the main command, control, and communications (C3) center. Further, as layered technology security solutions gain importance, integrated network systems are likely to drive increased airport sales. "Interoperable and layered security solutions, which feature open architecture structures will become crucial for existing airport operators," notes the F&S analyst.

It hasn’t worked, and I always said it wouldn’t.

It is now on record that the £12 million of tax payer’s money this Government has poured into fighting knife crime has been an utter waste.Those that know me will verify that I have been very vocal about so-called 'Government strategies' being a complete waste of time and public money.

When are the people that decide on these policies going to recognise that the only ones who really understand knife crime on the streets of Britain are the people that commit it? Furthermore, the vast majority of these people have no interest whatsoever in what the law says about knives, and even less regarding what spews out of 10 Downing Street. What's more, the mainstream of those who would like to get rid of their knives are unlikely to do so because they believe being unarmed in a war zone is stupid in the extreme.

In the past ten years violent crime has been allowed to grow by 77% in the UK. According to various statistics, this is higher than for any other country in Europe. At present, violent crime accounts for more than 1.15 million of the total crimes committed in the UK each year. Having to live in a country that is not only under the ever present threat of terrorism, but also has more than 70 reported knife attacks every day and we all could be forgiven for feeling a little under threat.

Over the past few weeks, at the cost of millions, every household in the UK has been mailed with a 12-page leaflet on how to protect yourself and your loved ones against Swine Flu.

Please let me pose a very simple question... Where is the 12-page leaflet that tells you how to protect yourself against an epidemic of weapons-related street crime that has been allowed to grow into a colossal malignant cancer already responsible for destroying thousands of lives?

We should be mortally embarrassed that, in the 21st Century, the British people have allowed the horrendous decline in values and discipline to ravage our streets and terrorise our citizens.

I make no apologies for sounding like a broken record, but it’s a no-brainer...If you want to cut knife crime then educate the victims.

It’s the victims who pick up the tab for the Government getting it wrong. It’s the victims that suffer in silence while huge amounts of Government resources are being poured into futile initiatives that just don’t work.

We are all victims of violent crime and, as such, every citizen in this country should have access to information that helps them to understand the threat and gives them options on what they can do to avoid and survive it.

I wonder how much the British tax payer has paid for these pearls of wisdom printed it the Swine Flu leaflet.

'Catch It, Kill It, Bin It',

Well here’s one for all of you on the subject of street crime. Accept this advice with my complements.

'Accept It, Avoid It, Survive It'.

• Complacency will steal your life - accept the fact that weapons-related street crime is now part of your life and will never go away
• Do everything in your power to stay away from the people and avoid the places that might endanger you
• Learn how to recognise the danger signs that always precede an attack - this will help you to survive, and remember that survival is all you can ever hope for

It's time to stop the talking and do something
It’s time to stop talking and take action. If the Government and the police won’t do it, I’ll do it and I’m willing to work together with like-minded people and organisations who believe my words to have merit to generate the funding and get on with the job. While the Government wastes more tax payer’s money, people are dying and lives are being destroyed for lack of information.

Increasing insecurity and attacks against aid workers continue to challenge international humanitarian operations.

In response, aid organisations have adopted a number of measures, including the contracting of external commercial entities to provide security services.

Up to now, it has been difficult to obtain an accurate picture of how and how much these entities are used in humanitarian operations, primarily because very few aid organisations will discuss the subject openly.

A 2008 global survey of aid organisations conducted for this research revealed that the contracting of certain security functions to external professionals has become increasingly common among humanitarian operations worldwide.

This trend has followed both the rise in aid worker violence and the proliferation of international private security companies around the operations in Iraq and Afghanistan.

Yet despite alarming predictions, the use of armed protection by security contractors remains the exception and is confined to a small number of contexts.

Red Cell Delivers Maritime Counter Terrorist Exercise To 2012 Olympic Planning Team

Red Cell recently delivered a Gold Level, Maritime Counter Terrorist exercise to the Dorset Police 2012 Olympic Planning Team. The exercise was delivered in a seminar format to approximately 50 delegates, included the Chief Constable of Dorset Police and a number of senior Gold, Silver and Bronze level police officers and key stakeholders.

The exercise comprised of a combination of specialist maritime threat presentations and a realistic scenario-based table-top exercise, that formed the platform to explore a number of maritime and land-based security threats to a 2012 Olympic Games venue.

Red Cell delivered the exercise with speakers and specialists from a number of fields including Counter Terrorism, Explosive Ordnance Disposal (land and maritime) and Geographic Information Systems (GIS). High quality video media, employing security cleared news reporters was used to deliver realistic news broadcast serials and GIS after-action software was used to assist the review of discussion points and lessons learnt throughout the exercise.
